• Fixes an issue when networking-baremetal try to bind port that should be handled by other ml2 driver like networking-generic-switch.

• Fixes a bug which tried to force delete queues when quorum queues are enabled. Quorum queues do not support the auto-delete feature. See the bugreport 2046962 for details.
